I<m throwing some ideas:

Fishing net could be craft after reaching level 60 fishing skills.

OR craft with a crazy amount of kelp and rope/boots, something like that.

OR like tools we have now, that we can be craft with stone or better tools with iron, why not fishing cane too?

From humble fishing cane to landing net, pond net and the massive mesh net.
